Disclosure This guide is published by Cresco Agency, a performance marketing agency that also works with brands in Saudi Arabia. To keep the list useful, Cresco is not ranked and appears only in a short note at the end. No agency paid to be included or reviewed. Everything below comes from each agency's own website, partner directories and public press coverage as of October 2026. Results such as ROAS and revenue are agency-reported and not independently verified. Use them as conversation starters, not guarantees. |
The short answer
There is no single "best" agency for every Saudi store. The right partner depends on where you sell (Salla, Zid, Shopify or marketplaces), which channels move your category (Snapchat, TikTok, Google or creators), and how you want to pay (a fixed fee, a retainer or a share of profit).
The 10 agencies below each published real Saudi or GCC e-commerce work we could check. They are grouped by what they are best at, not by a score:
Full-funnel at enterprise scale: Chain Reaction
Saudi-based paid media for Salla and Zid stores: Orgwani, Fikra Digital Marketing, Al-Arrab
Profit-share growth partner: BIMO
Shopify Plus store builds and CRO: Creative971
Creators, affiliates and live commerce: Valors
Google Shopping and Performance Max: Big AL Consulting
Store rebuilds, speed and SEO: Ijjad
Email and retention for Salla and Shopify stores: Scalera
How we chose these agencies
We checked every candidate against its own website. An agency stayed on the list only if it met most of these tests:
Published e-commerce proof in Saudi Arabia or the GCC with numbers, a named client, or a named Saudi store build.
Transparency: a Saudi commercial registration, published prices, a Google or Shopify partner listing, or a clear statement that ad accounts stay in the client's name.
Saudi channel fit: real work on Snapchat, TikTok, Google Shopping, Salla, Zid or Shopify Plus, not only generic "social media management."
We left out several agencies that rank well in search because their case studies reused identical metrics across different clients, they promised "guaranteed" visibility inside ChatGPT or Gemini, or their "Saudi" offices could not be confirmed.
Saudi proof was required; a Saudi office or registration counted in an agency's favor. The comparison table shows each agency's Saudi presence: a Saudi commercial registration, a Saudi office, or remote service from abroad.
Why Saudi e-commerce marketing is different
1. Customers pay upfront more often
Card and wallet payments are the norm. BIMO, citing Mada data, puts e-commerce paid with Mada cards at US$52.6 billion in 2024, up 25.8%. Your checkout needs Mada, Apple Pay and BNPL (Tabby, Tamara). Cash on delivery still exists, and refusals can erase a month of margin, so ask how the agency handles COD confirmation.
2. Snapchat is a primary channel, not a test
DataReportal's Digital 2026 figures show Snapchat ad reach of 25.3 million in Saudi Arabia (about 72.9% of the population), ahead of Instagram (18.2M) and Facebook (17.7M).
3. Salla and Zid dominate small and mid-size stores
Salla powered more than 80,000 online stores as of early 2025, and Zid says merchants have processed over SAR 10 billion in sales through its platform. Your agency must be able to track purchases correctly on your platform, including Conversions API and catalog feeds.
4. The calendar is seasonal
Ramadan and Eid, Saudi National Day (23 September) and White Friday drive the biggest peaks. Snap reported a 35% surge in Saudi consumer spending during Ramadan 2025. Good agencies prepare 4 to 6 weeks ahead.
5. Creators need a license
Anyone paid to promote products on social media in Saudi Arabia needs a Mawthooq license from the media regulator. Any agency running influencer or UGC work for you should verify licenses before paying creators.
6. Creative must sound Saudi
Egyptian or formal Arabic voiceovers often underperform in Riyadh or Jeddah. Ask to see Saudi-dialect creative the agency has made.
Per McKinsey (via the U.S. Trade Administration), e-commerce is about 10% of Saudi retail and is expected to pass 25% by 2035.

How to choose: match the agency to your stage
Your situation | What you need most | Shortlist |
|---|---|---|
New Salla or Zid store, under SAR 20K/month ad spend | Correct tracking, Snapchat and TikTok testing, low fixed fee | Orgwani, Fikra |
Growing store, SAR 20K-150K/month ad spend | Multi-channel scaling, Google Shopping, creative volume | Orgwani, Al-Arrab, Big AL (Google), Valors (creators) |
Moving to Shopify Plus or expanding across the GCC | Store build, migration, checkout, CRO | Creative971 + a performance agency |
Ads work, but the site converts poorly | Speed, checkout, product SEO | Ijjad, Creative971 |
Customers buy once and do not return | Email, SMS and automation | Scalera |
Established brand or retailer | SEO, paid media, Amazon, data in one team | Chain Reaction |
Founder who wants a partner, not a supplier | Shared risk, operations help | BIMO |
9 questions to ask in your first meeting
Show me two Saudi stores in my category: what were ROAS, orders and CPA in a normal month, not the best one?
If we part ways, do I keep the Business Manager, pixel history and product catalog?
How do you track purchases on Salla, Zid or Shopify (Conversions API, server-side events)?
What share of my budget would go to Snapchat, TikTok, Meta and Google, and why?
Who writes and voices the Arabic creative, and is it in Saudi dialect?
How do you plan for Ramadan, National Day and White Friday, and when do you start?
Do you verify Mawthooq licenses for every creator you pay?
Is your fee fixed, a percentage of ad spend, or profit-based, and is there a cap?
Is there a minimum term, and who owns the creatives you produce for us?
Red flags
Guaranteed results: fixed ROAS, guaranteed sales, or "guaranteed" mentions in ChatGPT or Gemini.
Ad accounts in the agency's name, so you lose your data and pixel history if you leave.
Case studies with no dates, no platform screenshots, or identical numbers across different "clients."
A percentage of ad spend with no cap, which rewards spending more rather than earning more.
What it costs in Saudi Arabia
Management fees are separate from ad spend, which you pay directly to the platforms. Published examples from this list: Orgwani starts ad management at SAR 1,000 per month with no commission; Fikra starts Google or social ad management at SAR 4,190 per month + VAT; Chain Reaction's Semrush listing starts from about US$5,000; BIMO takes no fee, only a share of profit and equity.
On spend, Snap's minimum is US$5 per day, and it recommends US$20 to 50 per day per campaign so delivery can stabilize.
Frequently asked questions
Should I hire a Saudi-based agency or a regional one?
A local team usually knows the dialect, seasons and payment habits better, but a regional agency can work well if it shows Saudi results and Saudi creative. Proof matters more than location.
Is Snapchat or TikTok better for Saudi stores?
Most Saudi stores need both. Snapchat reaches the largest share of the population; TikTok is strong for discovery and creator content. Meta and Google then capture the demand those channels create. Test each with a clear budget rather than picking one.
Salla, Zid or Shopify?
Salla and Zid suit Saudi-first stores, with local payments and shipping built in. Shopify or Shopify Plus suits brands selling across the GCC or needing deep customization. Choose the platform first, then an agency that tracks it properly.
What ROAS is realistic?
It depends on margin and category. Case-study ROAS is usually a best case. Judge blended revenue against total ad spend over three months.
